The Grove’s Community Development District (CDD)
The Groves Community Development District (CDD) is a
quasi-governmental organization created pursuant to Chapter 190 of the
Florida statutes to serve the long term needs of the residents at the
Groves. Its main powers are to plan, finance, construct, operate and
maintain community wide infrastructure and services specifically for the
benefit of the residents.
The general benefits to the Groves residents in having a
District are:

The District may provide landowners with higher
levels of public facilities and services managed and financed through
self-imposed fees and assessments.
2.
The District ensures that the community
development facilities and services will be completed concurrently with
other parts of development.
3.
The District provides homeowners with a
mechanism to ensure the long term maintenance and upkeep of their
community.
The District is organized as any other local government
in Florida. The controlling body is composed of a five-member board known
as Supervisors who are elected to four year terms. The Supervisors
establish the policy of the District in accordance with Florida law. The
members of the current Board of Supervisors are:

The terms of Don Osborn and Jane Thompson will expire
in 2008. The terms of Don Pratt, Dave Colflesh and Bill Anderson will
expire in 2010.
The Board has a hired
staff. By law, it must hire a District Manager and District Counsel who
operate as a County Administrator and County Attorney would. The Board,
by advertised Requests for Qualifications, ranks and selects the most
qualified District Engineer to perform the engineering needs of the
District. It is the responsibility of Staff to administer the operations
of the District and to implement the Board’s policies and contracts. The
current District Manager, Rizzetta & Company, Inc. is represented at the
Groves by Nils Hallberg. The current District Counsel, Straley Robin &
Williams, P.A., is represented at the Groves by John M. Vericker. The
District Engineer is Landmark Engineering & Surveying Corp. which is
represented at the Groves by Everett Morrow
The District's
business is conducted in the “Sunshine” which means all meetings and
records are open to the public. But, meetings are not considered to be
public hearings. The purpose of a District meeting is to conduct the
business of the District. The District does, though, conduct a public
hearing each year where it adopts an Operating and Maintenance Budget. A
budget is proposed each June. Final approval by the Board of Supervisors
is in August and the new budget becomes effective on October 1st.
The funding of the budget is through a non-ad valorem assessment on
properties in the Groves. Based on the costs incurred by the District,
the assessment can vary from year to year. The assessment is collected by
the Pasco County Tax Collector at the same time property taxes are
collected.
The District owns:

the Clubhouse – all areas plus tables, chairs,
computers (a gift from Florida Dream Communities), TV and all other
equipment)
l
Aqua Range, Putting Green
l
Pool, Bocce Area, Tennis Courts
l
Butterfly Park, Pet Park, Fishing Pier,
Conservation Boardwalk
l
streets, sewers, drainage, curbs and sidewalks
l
other common areas – including wetlands,
conservation areas, orange groves, ponds
The District pays
for:
l
wages involved in operating the District
l
fees involved in the maintenance of the property
it owns (including fees charged by the District Manager, District Counsel
and District Engineer)
l
administrative fees
l
insurance coverage
l
gate maintenance, lake maintenance, landscape
maintenance of the common areas, patio furniture, pool cleaning and all
repairs
l
security services – gatehouse staff and
operations
l
utility services, water, street lights, propane
for the heaters and their repair, etc.
l
maintenance of Clubhouse and its equipment such
as in the weight room, pool, patio furniture, and ballroom chairs, tables,
etc.
l
plus numerous services for the residents to
enjoy, classes, computers, etc.
